Atos signs framework agreement to deliver local government identity provision

Atos launches the eTHOS Identity Authentication service for secure access to local and central government services
London, 12 July 2011
Atos, an international IT services company, today announced that it has signed a framework agreement for the provision of secure authentication services to UK regional authorities, initially focused on members of the LondonPSN. Atos also announced the launch of its eTHOS Identity Authentication service designed to provide secure access to local and central government services across the UK.

Set up by a subsidiary of London Grid for Learning (LGfL), the framework agreement builds upon LGfL’s established delivery of broadband and ICT services to the region. It is intended to meet the growing need for stronger identity management across regional authorities and to ensure high quality, trusted services at competitive prices.

“Enabling trusted access to data in a consistent, cost effective and secure manner is of the utmost importance to the boroughs and we believe that Atos offers the most comprehensive and resilient service for London,” said Stephen Fellowes at London Grid Ltd. “Atos demonstrated an in depth knowledge of identity management and has collaborated with partners Verisec and Post Office to design a compelling service.”

The framework agreement follows the successful format to deliver regional services through the collective economies of its members. It also builds upon the government strategy for employee identity management and the Employees Authentication Services trust framework.

Atos will serve the framework through the launch of the eTHOS Identity Authentication service. This new service includes all four lots of the framework covering a range of two factor credentials for one time passwords; local edge services for remote access; federated core Identify Provider (IdP) services and, through partnership with the Post Office, a flexible, national registration capability at low cost.

“This is an important win for Atos and supports our strategy to grow our business in local government and transactional services,” said Iain Kingsley, Senior Vice President, Hi-Tech Transactional Services at Atos. “We will work with the London boroughs to deliver our eTHOS Identity Authentication’ service, a new trusted IdP that provides secure and convenient employee access to local and central government services, all through a single token.”

The Atos identity provider will be tScheme accredited and services will be made available on an output based, per user pricing model.

About LondonPSN
The LondonPSN (formerly LPSN) was established 6 years ago to provide secure, resilient connectivity between the London boroughs and service partners building on the underlying fibre infrastructure put in place by London Grid for Learning. It was the first major government sector integrator of GCSx services and also aggregates borough connections into the N3 health network. It also supports a wide range of inter-borough working.

London boroughs that are connected to the infrastructure employ a number of shared services applications to improve business efficiency. The recent award to Virgin Media Limited to provide a new network topology will take LondonPSN forward to full Public Sector Network (PSN) compliance with the opportunity to extend the reach to other service delivery agents.

This partnership with Atos sets another milestone in the life of LondonPSN by being the first regional network to offer fully federated IdP functionality to users of local, regional and government services by way of a single credential.
